Medical coverage for Monroe County ISD employees is provided through MESSA. Links to the Summary of Benefits and Coverage for each plan is located below. All MESSA changes and enrollments are to be completed online at the MESSA website, www.messa.org, using your account. See the link Online Enrollment at a Glance, for information on creating an account if you don't already have one and making changes to your coverage.
Members of the MCIFSA, MCIEA, and ESPA employee group may choose between MESSA CHOICES, MESSA ABC Plan 1, MESSA ABC Plan 2 and MESSA ABC Plan 3.
Non-Affiliated employees may choose between MESSA CHOICES, MESSA ABC Plan 1, MESSA ABC Plan 2 and MESSA Essentials.
GSRP and Head Start employees may choose between MESSA CHOICES, MESSA ABC Plan 1, MESSA ABC Plan 3 and MESSA Essentials.
Effective January 1, 2025, the following are the plans which employees may choose from depending on which employee group they are a member of:
CHOICES - $500/$1,000 Deductible - MCIFSA, EA, ESPA
CHOICES - $1,000/$2,000 Deductible - Non-Affiliated, GSRP, Head Start
ABC Plan 1 - with Saver Rx - MCIFSA, EA, ESPA, GSRP, Head Start

ABC Plan 2 - MCIFSA, EA, ESPA, Non-Affiliated

Dental and Vision coverage for Monroe County ISD employees is provided by SET/SEG. The dental plan is administered by ADN Administrators. The vision plan is administered by National Vision Administrators.

Voluntary Term Life and Accidental Death and Dismemberment Insurance is available to Monroe County ISD employees through SET/SEG. This plan can provide coverage for you, your spouse, and your dependents at affordable premium rates.
New for 2020, employees may elect to purchase Short-Term Disability, Long-Term Disability, and Hospital Indemnity Insurance through SET SEG. See the updated Voluntary Term Life Guide below for information and costs of these optional insurances.

Monroe County ISD sponsors the MCISD Cafeteria Plan with Premium payment, Health Flexible Spending Account (FSA) (including Limited Purpose Account), Health Savings Account (HSA) and DCAP components that allows eligible employees to choose from a menu of different benefits to suit their needs and to pay for those benefits with pre-tax dollars. The Cafeteria Plan Document and Summary Plan Description document can be accessed from the link below.

Flexible Spending Accounts
Flexible Spending Accounts
The Monroe County Intermediate School District offers two types of Flexible Spending Accounts (FSA) - the Medical Reimbursement Account and the Dependent Care Account to employees who are eligible for insurance benefits. These accounts reimburse employees for certain medical and dependent care expenses. Payroll deductions are taken on a pre-tax basis. Effective January 1, 2025 employees may carryover up to $660 of their current year contributions to the following year's expense.
Employees who are enrolled in MESSA ABC Plan 1, Plan 2, Plan 3 or Balance+ are NOT eligible to enroll in a Flexible Spending Medical Reimbursement Account. They may sign up for a Limited Purpose account, which allows expenses for dental and vision only.

Health Savings Accounts (HSA) are available to Monroe County ISD employees who are enrolled in the MESSA ABC Plan 1, Plan 2 or Plan 3. It is managed by HealthEquity. It also can be used to reimburse employees for medical expenses not covered by their insurance. Payroll deductions are taken on a pre-tax basis. There are no carryover limitations with an HSA account. See links below for additional information.

MPSERS (Michigan Public School Employees Retirement System) Information
Information regarding the MPSERS system school retirement plans is available on the following website. http://www.michigan.gov/ors/
Once you have selected your plan from this site, you will be directed to an overall MPSERS website. Here you will be able to find information regarding retirement planning, retirement insurance, etc.
It is very important for all employees to register to access their miAccount. This account provides employees information regarding their retirement system plan, beneficiary nominations, service credit accrual, and pension estimator. This is also the site where you would apply for retirement. To register for your miAccount, use the following link miAccount.
As an MCISD employee, please be aware that you may have contractual requirements to meet prior to retiring. If you have questions, please contact Human Resources as soon as possible to discuss your options.

Educational Assistance Program
The Educational Assistance Plan is established by the Monroe County Intermediate School District to provide eligible employees with educational assistance benefits under Section 127 of the Internal Revenue Code (“Section 127”) to enhance employee proficiency and opportunity for advancement, or in the case of educational assistance provided through grant-funded loan repayment programs, to recognize past academic accomplishments.
